The Disabled Persons Parking Badge What is the badge scheme?Your Blue Badge will help you to park close to your destination, either as a passenger or a driver. However, the badge is only valid for on street parking. It does not automatically apply to off street car parks, such as Local Authority or supermarket car parks, or on privately owned roads, such as you might find at airports. Badges have to be renewed usually every 3 years and there is an administration fee payable. Details of these concessions are set out in the Department for Transport’s leaflet the “Blue Badge Scheme: Rights and Responsibilities”. Who is eligible for a badge?Some people will have an automatic entitlement to a badge and others may be eligible under the discretionary criteria. Automatic EntitlementYou will automatically be entitled to a badge if:
Discretionary CriteriaYou may be entitled to a badge if: 1.You are over 65 years of age and have a permanent and substantial disability which causes inability to walk, or very considerable difficulty in walking. N.B: The Department for Transport has stated that the issue of badges must be confined to those who are unable to walk, or have a physical disability that means that you are unable to walk very far without experiencing severe discomfort, or the physical effort needed to walk could damage your heath. People with a behavioural or psychological disorder would not normally qualify unless their impairment causes very considerable difficulty in walking all the time. People aged under 65 with severe mobility problems should be entitled to the higher rate of the mobility component of the disability living allowance and will be advised to apply for this first. Once this is granted they will have automatic entitlement to a badge. If you would like clarification about entitlement, please contact Community Services (see list at back of leaflet). 2.You drive a motor vehicle regularly and have a severe disability in both arms - please see the Department for Transport’s booklet “Can I get a Blue Badge” for full details. Consideration of difficulty in carrying parcels or shopping cannot be taken into account where no walking difficulty exists. 3. How do I apply?Application forms can be obtained from your local social services centre. NB: People applying under any of the discretionary criteria above are likely to be asked to attend an Isle of Wight NHS Primary Care Trust clinic for a specialist mobility assessment. In this instance you will be sent an appointment and details of where you need to attend.
